I haven't made a study of it but have read speculation that after Kennedy was burned over the Bay of Pigs by the CIA and Pentagon he was wary of them. He was said to have been waiting until after the 1964 elections to curtail additional involvement in Vietnam.
He died and Lyndon Johnson got sucked into more involvement in Vietnam and found himself trapped. He would have been very unpopular but would have been re elected in 1968. He chose to use his time to get us out with a negotiated settlement. There have been charges levelled that Henry Kissinger went behind his back and sabotaged the Paris peace talks. It got Nixon elected with his so called "secret plan" to end the war. There was no plan and the war dragged on for years until Nixon pulled out. He could have done that four years earlier with the same results and a whole lot less dead and cripped Americans.
I will say this. Johnson pushed through civil rights legislation that Kennedy could not have done. He did it knowing it would lose the south for the Democratic Party for at least another generation.
