Man, I hate to ask, because I know the haters are gonna pounce, but the whole back-and-forth time changes over the years and scenes shown out of order really hurt this film and confused us...

When the mom discovered the objects, was that all in one day? And did she call the cops immediately? I know the brush might have been a coincidence, but when she found the kid's trophy, call 911, right?

And after Ryan woke up from being tranquilized with dart gun, did he immediately call 911 and say "I saw my daughter. You have to come look in this area" like any normal dad would do?

What am I missing?

No it wasn't on the same day, it were progressive events the freaks were planning and watching.

The father didn't trust the police, because they suspected him of selling her, so every interaction with them was him being interrogated. Besides, it was just an empty lot where he saw her, not the kidnapper's house. I'm sure he scoured it after he woke up, and knew the police would not do a better job, just stand around and interrogate him some more.
