The allusions are quite obvious. Not sure how or why so many people keep asking what this movie is about. Well done movie SPELLS IT OUT FOR YOU without actually saying it. Even the title of the movie is an alliteration. Sigh, I remember when IMDb used to be a hangout for intellectuals and philosophy hipsters...now it's just a hangout for hipsters. Actually, just sters.

Given that i have never even heard about Black Tar Heroin (i assume its a type of heroin drug?), no wonder people are confused. Most people are not actually druggies or detox officers.
