It just wasn't as funny or as clever as their other stuff, and certainly nothing can top their work in Reno 911. The Fr'nell character stole the show here, and he was only supposed to be a minor character. Can't remember a single funny part of this, except for some of Fr'nell's lines.

Actually it's not a rare bomb at all, while I find them hilarious most if their films bomb

Agreed. I'm still holding out hope one day they'll make something as good as Reno 911! was.
