Is that bully really a special needs kid?Is he like brain damaged or have a learning disability?

I really like the scene at the birthday party where he is smiling.It's obvious that he just needs friends and to have fun.

The way the school psychologist says it, I took it to mean that she was using it as a euphemism for 'troubled' (ie, with some bad behaviours brought on by being raised in a bad environment), not necessarily that he had a learning disability.
