Only on season 3 ep 2 maybe it will be answered but why isn't Shelley upir?

Because

IIRC it was because to become Upir you have to take your own life, whereas Shelley died naturally, then was brought back by Johann. Thus she didn't become an Upir, like Roman did or Olivia.

Olivia's Upir children that were born with a caul, Annie and Roman, were Upir. Olivia mentioned in season 1 how she waited for Roman, and they show a flashback to when he was born.
