Yes, it does star Mamie Gummer

NO. It is NOT a comedy.
As per kristen: "This project is pretty dark and dramatic!! (But still has some funny moments)"

And the synopsis as per deadline reads:

Bell will play Leigh, a reporter on the verge of 30 who abandons her life in New York City, returns home to get her high school job as a lifeguard, and starts a dangerous relationship with a 16-year-old delinquent.

Sounds pretty crap, but I'm looking forward to it since I like Kristen in movies with dramatic relief.

David Lambert is playing the delinquent. i'm not sure about Alex Shaffer's role though, sorry.

Movie sounds fairly uninteresting so it's not a big loss, but David Lambert looks like he would be more at home dancing onstage with Justin Beiber. It will be difficult to take him seriously in this role. Unless by "dangerous" they mean she doesn't want to be tagged for statutory rape, which is a different kind of suspense.

That suits me just fine... Not sure exactly what "Funny Moments" entails, but I prefer well-placed witty dialog within a Drama over straight-up comedies, personally.... Kristen was great at that in "Veronica Mars", great timing and delivery and one example of that is being used as your signature... "The park is closed. The walrus out front should have told you."

Even at 32 Kristen looks the same age as the guy playing her teen lover I don't know if it's her petite height, young voice, or innocent face or all of the above, but she'll always look 14.
