I think I was okay with the movie until the ending -- no punishment

I thought the movie was pretty interesting in its boldness in addressing a situation that could occur.
The ending seemed unrealistic. The school employee would not be allowed to withhold any names.

What are they gonna do, force them to cite names via torture? While what Leigh did was immature and foolish for obvious reasons, neither big Jason nor little Jason felt any crime was committed because no one's will was pressured/forced. The dad was against what happened but was also probably proud of his son whereas the son knew what he was doing and got what he wanted. So no crime was committed, just some bad decisions on Leigh's part because she was suffering depression and hopelessly trying to recapture her carefree teen years, but ya can't go home again. That's the moral of the story.
