So... basically Disturbia...

Just without Shia, and it is centered around an "experiment"... okay.

No.

No, not at all. I kind of thought the same based on the description but it was completely different. I almost turned it off after the first five minutes but it got much better, I actually found this to be a pretty good watch.

Wrong. It has a similar concept, but not at all the same.

There are teenage-looking kids spying on an older neighbor, but that is where it ends. In Disturbia, it was just a couple of bored teenagers with nothing else to do than spy on an elderly neighbor.

In the Good Neighbor, there were a couple of teenagers who had a motive and came up with a thesis and experiment to test their thesis. It involved recording devices, environmental manipulation, and logging his and their actions on film. The teens in the Good Neighbor were not trying to find anything incriminating on the old man; their main objective was to record his responses the paranormal instances they had set up while he was out. That was all they were set out to do. Their experiment led them unknowingly for the man to remember his dead wife, and he thought that she was communicating with him, and it eventually ended in his suicide.

Entirely different, then investigating a suspicious neighbor because you have nothing else to do, and you just happen to find that he is some serial killer.

Not at all, although Disturbia was good it was a blatant modern rip off of Rear Window (1954)
