I'm from the East Coast but I don't think West Coast females had neck tattoo(e)s in the 90s...I remember Jody Watley and Mary J Blige sporting them on their arms...

When I was a kid I knew one dude with one on his neck. He was from hell this guy. I always associated them that way for a long time. Now every wussy at Starbucks has one. Makes me puke.
