Why does Chucky looks so terrible in this movie?

They had absolutely perfected the Chucky doll by Bride of Chucky. It seems like that exact same doll was again used in Seed. I realize a long time went by before Curse came out, but man, he looks terrible in this movie. Did they not keep the molds? He doesn't even look like the same character. It's a shame, because this movie has some of the best cinematography, acting, and plot of any of the films. This is especially true when you consider how bad Seed was.

Spoilers:

Three quarters of the way into the movie, bits of plastiflesh are peeled away from Chucky's face to reveal his stitches from the previous installments. He does look better after this point, so maybe they literally only had one doll and the reason he looks weird earlier is because it really is a stitched face with seams covered. He ends up looking really puffy.

I don't think that completely accounts for how bad he looks, though. He doesn't seem to have as many facial muscles as he used to, and some of the faces he makes are just bizarre. Are they using CGI for some facial expressions?

Overall, pretty good Chucky movie, but bad puppet, and I found it very distracting.

I may have answered my own question on this one. I am currently watching this film's commentary track, and Don Mancini mentions this film had the lowest budget of all the films. That certainly explains a shoddy doll. I guess I just assumed that since the photography and production design were so good, it was well funded. Using the "Old Dark House" model, they spend the whole film in one location, allowing them to really flesh out the design of their space. There probably wasn't a lot left over in Chucky budget. According to the Bride of Chucky commentary, the Chucky doll from that film was multiple millions of dollars just for him, and the entire budget for Curse was 5 mil. Mystery solved.

I thought he looked fine once she peeled the makeup off. Not like parts 1-2, but better than before the makeup came off.
