The movie says historically time ran out twice on a team. Is this true? Any reason they would do this? Or is it pure stupidity?

In 2003, the Vikings clock ran out, though they believed a trade between them and the Ravens was finalized. The trade was not done so they were skipped two times during this fiasco. So yes, it happened two times in a row when both the Jaguars and Panthers jumped up past the Vikings and put their picks in.
