That was Gary Wilde's makeup artist in the "Shake It Up!" episode "Whodunnit Up?"

His name is Rizwan Manji. He pops up on several Disney shows. He also played a Swami on Suite Life on Deck ("The Mommy and the Swami") (2009), and a banker named Ajay on Hannah Montana ("You Never Give Me My Money") (2008).

I didn't remember him from those episodes, but you're right. I also saw him in a Geico TV commercial from almost several months ago.
