Obviously he has another cellar/room somewhere where he also abused Sevigny's brother. That 's why the mother was somewhat telling the truth.
it made me think that after he killed her brother, he decided he needed a better/safer place to continue hurting little boys
so he created a new place with the same furniture (to get him off of course) and no one would be the wiser
