The border wall will keep bodies out, not spirits. This is acceptable to American citizens, we don't count spirits with our population count.

The border wall, with 23,000 agents will keep out most of the trouble. Then, next we create laws that perpetually keep anyone illegal from EVER being eligible for citizenship.
