I don't know where you live and if you have visited Paris once but I go to Paris often and I've been travelling around the world (including China (Pekin, Shanghai), New Zealand, New-York, Boston, London, Stockholm, Bali (Indonesia), Barcelona, Venezia (Italy), and much more and Paris is so rich in great architecture, history, fine arts, historic buildings that I always thought that it is one of my favourite and most beautiful city in the world.
Concerning the "cold climate" well Paris and this part of France is usually cold during winter but other than that the weather is fine.

I miss the 90's !!!
Most cities are ugly during the cold season, but I end up there because of the great off season rates and lower priced international air fares. The movie made Paris extra ugly looking for some reason.
shareI'm not sure what you mean by cold climate though, it doesn't even snow every year in Paris, and when it does nobody is prepared because of the lack of a cold climate.

You must not have visited many places if you consider that "ugly". Sure it rains a lot but somehow that makes the stone buildings (like the ones around the Pantheon) stand out more.

I've visited 73 countries and over 500 cities in my 6+ decades and winter does little more than make cities look ugly. Paris, even more so. Paris is Paris when green is everywhere and the sun is high in a clear blue sky.
