To be honest, a lot of vocal groups over the years have used outside backup singers for assistance. The Supremes, The Four Tops, The Spinners, etc.
THen you have the groups where one person often sings all four harmony parts because it's faster/cheaper (pre-Michelle Williams Destiny's Child, Dru Hill, Jagged Edge, etc)
Debra Killings sings backup (and sometimes pads the lead) on upwards of 80% of the TLC catalog. There are TLC songs where one of the other girls does not appear ("SIlly H*" is T-Boz & Debra, "No Scrubs" is Chilli, Kandi, Tiny, & Debra). That's not to say that T-Boz or Chilli can't sing - but the album-making process can go faster with session singers, whose time to record is also not as limited by needs to make other appearances, attend promo photo shoots, etc.
Obviously, she's not there when the girls were in concert (save for perhaps her voice on a DAT tape), so your opinion of whether they (or anyone, really) can sing or not should probably be based upon live performances.
