Why did they wait 14 years to do the documentary?

why? 1998 is when the (first) tour happened, and they did not pretend otherwise. That's authenticity.

Because the guy that was interested to make a documentary out of it didn't hear about the story until much later?

He ran out of money so he thought he would make a mysterious documentry about his self to make more. People don't seriously believe he made hardly no money from song sales

He probably made no money because of his recording contract which was biased against him. The record sales were likely to be bootleg as there were sanctions in force at the time so his records were probably not officially in sale.
