"I wish Joy were here."

This annoys me a bit. So Joy is the leader of Riley's head. When she's not there, everybody's screwed. Seriously, Joy is the only one who knows how to make things work. Although, kudos to Fear for making the effort.

But what's really annoying is that they just keep insisting that everything'll be fine if Joy were here. It probably would be, but they don't really do anything about it. I know they can't leave HQ, but why can't they get team of mindworkers to go find them.

They just keep wishing that Joy was there, but what are they doing to make it happen???

You have to look at much of Inside Out in a metaphorical sense. The film isn't about a bunch of little minions running a girl like a robot. It's a visual interpretation of what goes on inside someone's head. Even your topic title of the emotions wishing for Joy is like Riley thinking to herself, I wish I could be happy right now.

The problem is none of them can make Riley feel happy because they aren't Joy. In the metaphorical sense, Joy is Riley's dominant emotion but Riley doesn't want to feel it now.

It doesn't work that way. The mind workers are hard wired into their jobs, just like the emotions. Fear, Anger, and Disgust can't leave the headquarters because Riley is still feeling those emotions. She's suppressing Joy and Sadness, hence why they were so easily sucked out of headquarters.

They can't do anything that Riley isn't allowing. Only Riley can restore herself to the right emotional state, which of course turns out to be Sadness.

Thank you! I feel like many people take the premise too literally. The events that happen inside the mind are just visual representation of what Riley feels and/or think - whether consciously or subconsciously - at that moment. Which makes "plot holes" that people point out all the time can be easily explained. For example, the most popular one: why didn't Joy send the core memories like the workers did with the gum song commercial memory? I think that Riley probably isn't trying to recall those memories at that time. Her main concern is to feel happy, not recalling those memories.
