gone on to play the Phantom?
shareNo. I'm not an expert, but I don't think it has happened that many times. Steve Barton (the orignal) didn't (I don't think). Michael Ball didn't. The most recent Raoul (Simon Bailey?) hasn't yet.
Out of the Phantoms I know: Anthony Warlow didn't play Raoul. Earl Carpenter, John Owen-Jones, Michael Crawford, Hugh Panaro, Colm Wilkinson...none of them played Raoul.

I think Steve Barton did, I'm sure that Crawford was once taken ill and Barton understudied the role.

Yes. Ramin Karimloo is the only one to have performed as all three of Christine's 'loves'. He has played Raoul, the Phantom and Christine's father in the film.

Plenty of Phantoms have been Raouls, but not all Raouls become Phantoms. Sometimes the actor playing Raoul understudies the Phantom; I think I heard that Steve Barton was an understudy for Michael Crawford, and Tim Martin Gleason sometimes was an understudy Phantom when he was Raoul with the U.S. Tour. I don't know if any Raouls who were understudies didn't later get promoted to Phantom.
Jim Weitzer and Michael Shawn Lewis played Raoul on Broadway a few years ago, and neither has been promoted to Phantom, but I don't know whether they ever went on as an understudy.
I think Hadley has a good enough voice to play the Phantom.
