What was the bald guy in the motor home all about?

I'm not sure about this guy. Was he a game player who bailed after a few challenges and decided to dig into things deeper? How did he track and get all the pictures from what looked liked 100+ years ago? The timeline on the motor home wall shows the game being played every 5 yrs and the suddendly went to every 2yrs in 2006. Was that every explained? Did I miss a few things?

He told the detective that he got home one day and his wife had left him, killed their dog and ate part of the dog. I'm thinking she must have been a contestant in the game and this is what led him into the research on it.

"I like the things that I like, but I love everything."

He told the detective that his wife was a contestant so he probably just dug into things to see what he could find out/why she did those things.
