It reminded me of the beginning of Hot Fuzz, where Simon Pegg has to constantly escalate his request. This movie was a goddamn joke.

I lost it too.. Didn't think of Monty Python because I haven't seen all of it, but I was like : "Not again" It kind of took away the serious mood I was in..

Think you're missing the point slightly. Every time any decision was escalated or 'referred up', that's exactly how it was supposed to appear - farcical. Point being, despite all these individuals who overtly exude authority and power, no one was willing to put their b*lls on the line and actually take the responsibility of making a decision.

I thought you were gonna say it reminded you of a skit because of all of the 'refer it up'.. 'refer it to him after referring it to me'.. Nobody could answer the damn question, it was just pass the buck. I thought it was gonna break into refering it to absurd surreal characters.. Cookie Monster suddenly appears.. COOKIE.. He said refer it to Big Bird.. Who said refer it to Ronald McDonald. etc etc.
