Terrorists, by definition, target innocents. Western civilization observes Rules of Combat, with hundreds of years of literature and teaching, that non-combatants are not targeted and loss of innocent life should be avoided.

It is terrorists that hide among the innocent population, non-combatants, hide in schools and hospitals, so that if they are caught planning a suicide operation to kill 80 people in a mall, they and their cohort can cry and plan 'victim' when they were the ones who provoked a necessary response.
