Also, our government has the responsibility to put American lives first. I would rather see 100 dead civilians in a foreign country than a single dead American soldier or civilian.

As a non-American, I am rather glad that you don't make military decisions. If I were to know you personally, I would now no longer value your life specifically, because you just stated that you do not value mine.
Newsflash: most people like to stay alive and become hostile when they notice you wouldn't mind killing them. Of course, lives cannot usually be assessed at equal value, but putting 100 people to 1 only from nationality is extremism that should not be tolerated.
Gladly, the USA are not an extremist nation and visibly more cautious than other warring nations when it comes to civilian lives. I value that; if I were by some miracle to learn the location of an IS cell outside useful jurisdictions, I'd make a call to Washington with a clean conscience. I wouldn't be quite as comfortable with Russia, who might bomb the whole area to oblivion.
ironically that's the dilemma in the movie - kill one american or let 100 foreign civilians die. you say to save the american by killing the terrorist. i suppose you didn't consider the american would be the terrorist.

No, you're not the only one. Count me in as well. If anything this movie highlights what happens when structured ROE come into direct conflict with terrorism. As much as I hate to admit it, it justifies the black ops/no standard ROE (aside from achieving the objective) that the CIA uses and which is otherwise so morally tainted.
