When was this story supposed to take place?

I'm really confused watching this as to when in the JLA continuity this was supposed to occur.

Was this story taking place in the 1970s? ... cause we see the JL of A's satellite headquarters still intact and orbiting the Earth yet we know this was destroyed long long ago.

Also, Hal Jordan and Barry Allen are the guys behind their respective costumes of Green Lantern and the Flash.

If this was a contemporary story it should be Kyle Rayner and Wally West, rights?

But then they throw in modern day references like Bane reminiscing about the time he broke the Batman but that didn't happen until the 1990s.

And Batman is wearing his modern costume (sans the yellow spotlight emblem on his chest and all the blue and yellow highlights).

And of course there is the addition of Cyborg....who I always thought was just to make a new toy for DC to market cause he's already basically a machine to start with.

You can't tell from looking at the rest of the world depicted what era this occurs in either. Everyone looks pretty "comic book generic" as far as clothing and hairstyles and cars, etc.
