It's not found footage. It's just one of those somewhat confusing blends of archival footage and shaky filming.
Basically, unless the footage had a "security cam" look, or there was a timecode on screen, etc., what you were watching is just a regular movie. There wasn't someone following the main characters around, holding a camera, or anything like that.

I actually liked how they made a found footage film without worrying about 'who's filming'. They used multiple cameras (handheld but not too shaky), never worried about who the 'cameraman' was, and it still came off like 'found footage'.
I think other films could learn from this. It's different and effective.
