I think its that they recovered a body that seemed to match a missing girl that seemed to fit his MO but that there is no conclusive proof that it is 100% that girl.

I read this as, they have a body with similar characteristics (height, hair color, clothes maybe), but no way to prove it was that girl. There was either no DNA on the body (so degraded) or there is no family alive/coming forward to provide DNA. I personally don't think it means they found a body they could connect to him, because, while I didn't count the names, I don't think there were the 17 graves he led them to plus another half dozen or more girls with the "unknown if body recovered".
