Bob's "friend" towards the end

I missed the first 20 minutes of this film, so maybe I missed a big point, but who in the hell was the guy who came looking for Cindy soon after she bailed out of the hospital without the cops knowing? I took it that he was Bob's accomplice and was the real killer while Bob watched?

Anyways, he exits the story just as quickly and coincidentally as he appeared when Cindy flees the hospital, and then walla Bob gets tricked into admitting he was with Cindy during interrogation, case closed!

No Bob was always the killer. Bob hired that guy to find her and kill her so she could not testify. There is a scene where Bob meets his 'friend' at a bar and his friend says. "I'll find her but it's gonna cost you 10." 10,000 grand I'm assuming. He never watched him do anything that was just a hit man he hired.
