They couldn't. They didn't have cell phone signal, or phone lines. In fact, at the end of the movie you'll have clear confirmation of that. That wasn't a coincidence, though. It's central to the plot.

My husband bought one to see if they work.... and it does...
and depending on the model you can block signal for one whole building.....

I noticed quite some time ago, that when I don't have cell tower connection to receive or make a call, I can still receive the alert for a voicemail. To me, this means these alerts are not originating from cellular, but from perhaps another radio inherent in the handset. Same is true for text messages too.

Where would the jammer be?
Would one jammer block an entire block, i can see him having one put on the roof but when they reached the ground floor no one tried again to see if they had signal.
Also not one person had a land line, not even the old school Ralph brown n wife?
If the dude can shutdown the elevator then I'm fairly sure he wouldn't be so stupid as to leave the telephone junction box untouched. Seriously, do people on IMDB even watch the movies they comment about?
