The idea of "nuclear mutants" was one a very common science fiction trope. These days we mainly see it in superhero/villain origin stories, but it was once popular with top writers like Philip K Dick and Harlan Ellison. Back in the day, radiation was assumed to mutate existing life into whole new species or monsters overnight, or at most a generation.

Well, when you get bad radiation poisoning it can scramble your brain up a bit, but that's usually a lethal dose so you'd live like a week or so
