Why didn't the soldiers helped the tourists?

They knew they were there all along and first of all they didn't stop Uri from taking the tourists to Pripyat.

And second of all the soldiers could have gotten the tourists safely out of the city at anytime butr they allowed them all to be killed except the last two that they killed themselves. It makes no sense what so ever.

First of all, this movie is beyond stupid.

Second, the soldiers DID stop Yuri from going in, he went in their illegally to protect his pride as a guide.

Third, why would the soldiers let a bunch of idiots live and leak everything going on in there? Considering they had whole facility with doctors set in, they were obviously busy experimenting with/on these mutants. Letting those idiots live would mean whole world would know about it.

Fourth, this movie is beyond stupid.
