Probably because she does it for fun, and there is no real interest in those men. But Jack is too serious, and when he takes an interest in a woman, there might be some feelings involved, so Phryne needs to worry about it. Although I do think that Jack was completely over his former wife when she made her first appearance in season 2, and when Phryne tried to tease him about the fiance, he told her he's no longer interested. As for Concetta, Jack was kind to her, and maybe he had some feeling for her at some point, but I doubt that it's still there. IMHO he only has eyes for Phryne, but she doesn't know that, because of who they both are.

A bit of role reversal I think....it's common for men to tom-cat about but to have a hissy if a lady does so. They want their women at home, sobbing into their hankies and keeping the homefires alight, candle in the window, etc. etc.
