What James meant was if the train doesn't start moving (and consequently delivering the high level government officials to their destination on time) the company will fall apart and all employees will lose their jobs (remember a few minutes earlier, the politician was talking about nationalizing the railroad company).

As per the directive, employees are forbidden from leaving their current employers. There's no particular restriction to workers assuming different responsibilities or positions. There is no pay increase and hence James pointed that out.

James is an incompetent CEO who has inherited the family business and relies solely on politics and politician.

I haven't read the book but based on my understanding of the movie, the directive aims to stabilize the economy by:
- enforcing individuals to spend exactly what they had spent in the previous year (and hence minimizing possible inflates)
- enforcing workers get paid the same amount they earned the previous year (and hence allowing corporations to earn more profits)
- enforcing employers to retain the services of their current employees (and hence the working class remains financially secure)
- enforcing free market, no single corporation is to have monopoly over certain product or service (and hence collecting all existing patents to share technologies between manufacturers/service providers).
The list goes on but I'd suggest you research Ayn Rand to understand her ideology and conceptions of governmental red flags.
