Did they have a drivers vote to cancel the Japanese grand prix?

Like they tried to do at the Nürburgring.

No.

Fuji wasn't the track it is today in terms of safety, but compared to the Nurburgring, it was much safer for racing on. The reason for the driver's vote in Germany was due to the safety concerns of the track itself, even in the dry. Concerns at Fuji were weather related. If the appalling weather had subsided, there would have been no major concerns about racing at Fuji. All the drivers, Hunt included, were concerned that the rain was too heavy and the track wasn't draining fast enough, but there was no vote.

In all likelihood, if Niki hadn't have had the medical problems he had after the crash (he couldn't blink properly and his tear ducts were damaged too, causing his eyes to tear up...not good in the rain with reduced on track visibility), he probably would have continued to race until the end.
