Ending
Why did the police shoot Chester in the end? He was a fleeing suspect, but not armed and not an immediate danger to anyone. He was not convicted of any crimes (yet) so on what authority do they have to shoot him? Their job is to arrest him, and let the courts decide if he's guilty and his sentence. All he was doing was running away. He may not have been sentenced to death row. He may not even be convicted if he gets a good attorney.
Unless he's a threat to someone, the rules of engagement are they can't shoot him. What right do they have to kill him before he gets a fair trial? Are these cops authorized to be Judge Dredd? If he had a gun, fair enough, but he was just a winded, out of shape, middle aged man feebly running away.
