What was their purpose along with the cables hanging underneath them?

In the opening text narrration, it reads that the Automata's build and 'maintain' the citys mechanical clouds.
They look visually awesome, so many great shots and camerawork in this movie.
What I don't get is why they're told to avoid the rain because it's dangerous. If it's produced by the artificial clouds, then why would it be dangerous?
sharei think they needed humidity or some side effect of the 'rain' to deflect or soak up solar radiation. which doesn't make sense but oh well. more likely it would keep people from having dry, chapped lips and encourage rot/decay/disease but...
the blimps are sucking up water from a contaminated source and pumping it over the city. presumably decontaminated/filtered water is too precious to waste.
