Is this on American Netflix?

I don't have Netflix, Canadian or otherwise, but have been telling my friends in the States about this and was wondering if it can be seen down there? Thanks.

I believe Season 1 was on Netflix at one point. I don't subscribe so I can't confirm if it still is or if any other seasons are available.

Seasons 1-3 are available digitally on Amazon, as well as on DVD from Amazon Canada (same region) with S4 coming out in June.

I'm hoping since the show started up again on TV down here it will become more commercially available.

U.S. broadcast rights to Saving Hope are held by the channel ION (mostly available only by cable/satellite, but is broadcast over-the-air in some cities). If your friends get that channel, they can watch it there.

It is not on US Netflix streaming. If your friends subscribe to Netflix's DVD rental service, season 1 is available to rent on DVD.
