Johanna never could have cut Katniss's tracker out with Peeta there. He would have killed Johanna the instant she swung at Katniss. I'm sure they were also aware that the two of them would have some sort of escape plan once the Careers were killed. If Katniss and Peeta took the wire to the beach together, there was nothing stopping them from taking off together to hide. Their part of the plan was finished, only BeeTee still had work to do which he could easily accomplish without Kat and Peeta. BeeTee would kill the Careers, and all that would be left is Peeta, Katniss, Johanna, BeeTee, and Finnick. Once that happened, there was every chance that Johanna, BeeTee, and Finnick would turn on Peeta and Katniss. There could only be one winner, and it would be far easier for a small alliance to take out Peeta and Kat than try to take them out alone. It would be the wisest strategical move, and I'm sure they all knew it. By forcing Peeta to stay, Johanna could get Kat's tracker out and they could be sure that Katniss would stay in the area for Peeta, making it easier for them to find her when the helicopter came to get her out.

Speaking of BeeTee, don't you think that someone as cunning as K would be suspicious of the fact that he was trying to repeat the same trick that helped him to win his Games? Brutus and Enobaria certainly knew already about how BT electrocuted six tributes at once.
