I read an interesting item on a website called "Hunger Games: TV Tropes". It said that in Collins' original draft, Gale really was Katniss's cousin. The editor insisted that she change it and make Gale a potential love interest instead. She changed it but kept the "cousin" idea as a hoax to cover Kat's close relationship with Gale ( Apparently cousin-marriage is banned in Panem, since the implication is that Gale can't be both a cousin AND a suitor)

Be careful here: I'm not really familiar with that site, but I had a look for the item you mentioned, and it's actually on their "WMG" page for THG. http://tvtropes.org/pmwiki/pmwiki.php/WMG/TheHungerGames (Search on the page for "Executive Meddling".)
WMG stands for "Wild Mass Guessing" - i.e. fandom theories. Unless you can find a genuine cite somewhere, I would assume it's just that: a wild theory dreamt up by some fan.
Besides: if it was an early draft, it would have to have to have been a very early draft. Although the "love triangle" isn't explored in THG as much as you might expect for a YA novel, the relationship between Katniss and Gale is firmly embedded in a lot of the early plot. Why were Katniss' family starving if they had other family in the Seam who could help? Why didn't Katniss already know her cousin was hunting in the woods? Etc.

what i didn't understand was why were Katniss and Peta indifferent towards/angry with each other at the beginning of the film but fall in love again during the games. they acted like they were annoyed each other at the start. didn't make sense to me unless i missed something. i like all 3 films btw - just finished a mini binge on CF and MJay 1. i'm not buying them on DVD yet though because i'm waiting for the inevitable box set.
If you only watched the movies, they didn't make it as clear as they should have, but they were awkward towards each other after the last Games (the first movie). When they were playing the Star-Crossed lovers, Peeta was half-serious and actually did like her/have a crush/whatever. With Katniss's line of hoping to "forget" when they come home, she indicated she was just playing for the cameras, which hurt Peeta, since he was falling for her.
Again, the movie didn't make that clear, but that's what was going on there.

I missed this reply at the time, but thanks for posting as I wasn't aware of it and it clarifies thing a bit. The low-key nature of the Katniss-Gale relationship in the first book makes more sense if Gale was originally her cousin, but I still stand by my earlier comments that Collins must have added a lot of background detail following the decision to change the nature of their relationship.

Source? Link? I thought I had read most interviews with Collins - she's not someone who gives interviews often - but I've never seen this and it does seems odd.
