I'll spoiler font my response, just in case....
In no particular order:
Not trusted Plutarch that they were of like mind.
Watched Coin and her machinations instead of the Mockingjay. Also, do a little reconnaissance on District 13 to see what they could offer the rebellion -- especially once they knew that was where Katniss was hiding.
Not made the Quarter Quell involve prior Victors.
Not broadcast the crackdown on the rebels. Instead, let word of mouth/gossip be the way that he shows the response to uprising. Whispers and the unknown are scarier than the actuality (which would cause anger instead of fear).
Instead of further oppressing the Districts, actually given them some extra benefits. Maybe made the Quarter Quell a retrospective in remembrance of the fallen and showcasing the elite lives of the Victors, as well as showcasing the "benevolence of the Capitol. As Snow said, hope is more powerful than fear. He should have been the one to give hope, not the Mockingjay.
Realized that when it came down to it, the citizens of the Capitol would not fight on his side. They would be more of a liability than a help.
Realized that if given very few other options, the people of the Districts might be willing to die trying to fight the Peacekeepers instead of simply buckling under in fear.
Given Katniss a way to walk away in safety for her and hers, rather than try to intimidate her and essentially paint her into a corner. Failing that, have her and Peeta meet with some tragic accident.

Arrange for a tragic accident for Peeta and Katniss. Not have made the QQ involve prior Victors. ---------------------------------------------------- An accident would look suspicious and make Katniss a martyr. The Quell was the only way to try to kill her.

Cracking down is usually the first instinct of a repressive government, but with Katniss giving the people hope it was unlikely to work either. BTW the idea for the crackdown came from Plutarch in the movie. His other idea of making Katniss seem like she was on the side of the Capitol was also not likely to work.
One lurid suggestion that someone else made some time ago -- trick or manipulate Katniss into taking morphling while she is depressed or PTSD'ed. From the behavior of the District 6 victors, we know that morphine addiction is devastating and incurable, and would definitely ruin her heroic image. And in a way, that's what the Capitol did to Heymitch, except with alcohol instead.
