Is he supposed to be a teenager??

When he first takes Joe's virginity, Jerôme is definitely meant to be a teenager or at least a few years older than Joe. As the film progresses up until he disappears in Chapter 6, he's an adult. And then in his reappearance at the end of Chapter 8, he's played by a different actor.

He in no way looked like a teen. That's why I was confused.

That's Lars von Trier for you. He's more focused on the authenticity or provocation of the moment over the minute details.
