I'm not sure you need to bring MI5 into it. He was on some popular shows, and I don't think the BBC or any of these other people and organizations wanted the embarrassment and bad press. I think self interest explains a lot of the lack of interest in investigating him.
Also, quite a few of his victims had psychological issues or other problems so that they wouldn't be taken seriously, accusing someone as respected as Saville.
