Could Humphrey really get to be a DI?

I don't dislike Kris Marshall as an actor but I can't believe that his character could have reached the rank of DI. Could you imagine him giving evidence in court - tripping up the step into the witness box, fumbling with the Bible, knocking over a glass of water and then rummaging through the scraps of paper to refer to his notes. Surely police officers are trained using note books to keep their information in order so how could he possible think that using random scraps of paper could be a better idea?

Maybe that is exactly the reason they sent him away to get rid of him, like they had of Poole.

You do know that Columbo intentionally behaves as if he's absent minded and less intelligent than he actually is right? Its all all act to throw the killer off.

Not as Humphrey is in season 3-4. The clumsiness is curbed by S05, so yeah, I could believe the series 5 Humphrey could become a DI.
