Because before she came back to the island she was working under cover in Paris. Also, when we met her she was working under cover.
You can't work undercover in a uniform. People might notice and think you are a cop

Humprhey, Richarsd, Camille and Florence are detectives within the CID while Dwayne/Fidel/J.P.
only are/were regular officers.
However being with the CID doesn't mean you can dress in anyway you like although
given the climate at St. Marie, shorts/lighter clothes might be more
practical (even if against the rules) then wearing a suite (like Richard Poole) or similar.

I've wondered the same thing, especially since she's no longer working under cover. Frankly, the Daisy Duke shorts and tiny tank tops get old after a while ... That having been said, I do like her character. Just wish she'd wear some more clothing once in a while.

If you are a hetero male, you may want to reconsider your comment about DS Florence's wardrobe. Florence (played by Josephine Jobert) is adorable in what she wears on this show. She is petite, beautiful, good-humored and besides all that, she is a more-than-capable detective.
Her decision to appear in most of her scenes wearing short shorts is one of the best things I like about her. Face it, she has great legs and those gams should be displayed often. I realize that the older gal -- Camille Bordey -- also sometimes wore shorts, but she had such a sour disposition most of the time, her crankiness virtually cancelled out any sex appeal she may have had. I'm glad Camille is gone.
Humphrey Goodman is also a superior character than his predecessor, Richard Poole. At least Humphrey brings an aura of fun to the show, whereas Poole was always downbeat. And what's with Poole's insistence on always wearing a full suit and tie, despite living on a Caribbean island with triple-digit temperatures every day?
Back to Florence and her Daisy Dukes: Those perfect legs should never, in my opinion, be covered up.

Having said all that, think how hot she'd look in a nice tight uniform! You'd have a nicely outlined bum, and I'd have the additional clothing--it'd be a win-win! :)

Because she's a detective. Same as in UK or USA. You have uniformed officers and detectives, who wear plain clothes. I suppose she could dress a bit more formally, but I think they let it go because of the heat on the island.
