that both English inspectors assigned to this police station before him were murdered?

He found out who the killer of the English inspector before him was, so I guess he's aware of the fact that being an inspector on the island is a hazardous job. 

I think the commissioner secretly hates the British and has them send inspectors because he knows they're going to get killed, rather than putting his own people in harms way.
