Governor Hughes is unbearable. He screams every 2nd or 3rd line he has.

Bill Boss is actually the screamer, but yes the general consensus seems to be that he was annoying as hell!

He's probably the worst actor ever.
In the 1st movie he was somewhat believable. But in this, he has an absolutely crappy and almost intolerably annoying performance.

Absolutely. About halfway through, I just wanted to start yelling "Shut Up!!" back at the screen. What happened to this series? The tone just shifted completely. What a waste.

Definitely, half the time I couldn't tell what he was saying.

Yes. The acting all around left much to desire. But the lead actor was beyond over the top and hammy and not at all in a good way. This movies was a real stinker (no pun intended).
