Yes, Tom Six has said in interviews that he designed it so the franchise could be watched as one long movie, with the three films making a film centipede.

Seemed like he responded to his fans though. He made movies that appealed to most of what his fans had complaints about. For the first, it was psychological, the second it was slasher, and this one, well I am not sure what it falls under because I have still yet to finish it.
