Why do the docs release Maggie from quarantine in the beginning?

This movie was rather jumbled to me, and was handled poorly. Ok so why would the cdc have these infected in quarantine only to let them out expecting loved ones to take them home, then to a separate quarantine center when they start to go full zombie. The CDC are not that dumb, i could not get past this issue it just baffled me. I wanted to give this film a chance but it had too many. "Oh! Come On!" moments like this one

The doctor at the hospital told him he was only releasing her as a favor (he mentioned a name who the favoe was for but I don't remember who it was).

I believe it was a favor for Arnolds first wife that had died.

The Doc at the hospital said he's doing it as a favor to Vern.

Vern Kaplan was Allie's father, and their family doctor.
