He wasn't even a clone, unlike Tyrone and the other Dippers we saw in Double Dipper. Just a look-alike. All clones should have the same voice as the person they're cloned from. The Mabels we saw in the courtroom scene at least actually were clones and had the same voice actress.
They did have a few episodes from Jimmy Neutron where the clones sounded nothing Jimmy and were voiced by different voice actors and that episode sucked because that didn't fit at all.
