Are the people and beings on Bill's Wheel, and they are the ones who will stop him once and for all.

Excluding Dipper, Mabel, Wendy, and Soos, only 3 of those survivors are present on Bill's wheel. Stan, McGucket, and Pacifica.

Yeah and Robbie was sadly frozen, and part of bills throne.

If Robbie was part of the wheel. We don't know for certain yet who's all of the characters, and what the wheel means.
